How Much Turkey Per Person (With Leftovers Math)
The real question is how much meat each person eats, so start there and then add for the frame you are paying for and for the leftovers you want.
The short answer
Plan 1 to 1.5 pounds of whole turkey per person. The low end covers a normal holiday plate; the high end assumes leftovers. Guests who are mostly there for the sides are covered by the low end, and a table that treats turkey as the main event wants the top of it.

Why the bird weighs more than the meat
A whole turkey lands near half meat by weight, so a 20 pound bird puts roughly 10 pounds of turkey on the platter and the rest goes in the stock pot. A bone-in breast yields closer to two thirds. This is why a 20 pound bird does not serve 20 people, and why the per-person number for a whole bird is nearly double the per-person number for a boneless roast.
Adding for leftovers
Planned leftovers cost about another pound of whole bird per person, or another 8 to 10 ounces of meat. That is why a 20 pound bird comfortably serves 10 to 12 people and still sends everyone home with a container.
If leftovers matter more than the table count, decide how many days of sandwiches you want and work backward. Two days of leftovers for four people is about 4 pounds of cooked meat, which is 8 pounds of whole bird on top of the meal itself.
Kids, appetites, and the rest of the table
Count children under about ten as half a portion. Then look at the sides: a table with stuffing, potatoes, and a green bean casserole eats less turkey than a table with a salad and a loaf of bread, because the plate runs out of room. If a ham is also on the table, cut the turkey estimate back toward the low end of the range and add for leftovers instead.
When one bird is not enough
Past about 18 pounds a whole bird stops fitting most pits and roasters comfortably, and the bigger the bird the wider the gap between the breast finishing and the thighs catching up. Two 12 to 14 pound birds are easier to run than one 26 pound bird, and a whole bird plus a bone-in breast covers a crowd that splits between dark and white meat.
